This chapter provides an overview of the issues of climate change governance through mitigation and adaptation measures. It looks at the challenges faced by developing countries in taking on policies and strategies to mitigate the effects of climate change in cities while at the same time adapting their infrastructure to the potential impacts. Additionally, for developing countries, there are existing problems of persistent poverty and resource management for sustainable development. In conclusion, specific issues, potentials and options are discussed for Pakistan.
