Normal 0 false false false EN-GB ZH-CN X-NONE MicrosoftInternetExplorer4 This paper identifies and discusses some of the methodological challenges facing the development of a model for environment-focused full cost accounting with an international shipping context, within the UK EPSRC-funded project Low Carbon Shipping – A Systems Approach. The focus is on forming the framework within which a simplified system for assessing the sustainability of shipping, which still reflects all the most important facets of the industry. For what is a new thought experiment in the greenhouse gas management of the shipping industry, this study introduces the context, reviews the relevant literature and then discusses the methodological approach that might be adopted and utilised. Specifically, the paper introduces the full cost accounting sustainability assessment model (SAM), which, although designed for assessing the impact of an individual project, is adapted and applied to the shipping industry as a whole. Importantly, we argue that full cost assessment is not an end itself (Bebbington et al, 2001) but a “means by which market prices can be corrected ... to create an economic system that is more likely to deliver sustainable development”. In this respect, the paper places FCA within its broader context whilst exploring some of the issues involved in its implementation.
