With the advent of terrorist attacks worldwide,lives are threated and many critical assets are exposed to damage.Inevitably,the importance of developing a strategy to minimise such attacks cannot be over-emphasised as a critical priority.One way to either prevent such attacks or minimise their impact is to carry out a risk assessment to form a basis for implementing countermeasures to protect assets and to evaluate the cost/effectiveness of these choices.This paper presents a review of past terrorist attacks,selected national risk assessment frameworks and several past EU projects that are amenable to application in the transport industry.For appropriateness to the railway transportation,a risk assessment methodology should cover nine factors and parameters:qualitative vs quantitative approach;detail(depth of data/information levels disaggregation);scope(e.g.what threats/assets/sector covered?);what is target user group(legislators,management,technocrats,etc);definition of asset criticality;degree of(human)subjectivity in whole RAprocess;is resilience included?(are countermeasures integrated);are interdependences included(system or sectoral?);and common taxonomy/terminology.Recommendations are made on the need to develop risk assessment methodologies that could best address the needs of the entire railway transportation system,with the aim of minimising the impact of aterrorist attack.
