Abstract

This section examines the premises of a Triple Helix (university-industry-government) innovation strategy for Central and Eastern Europe countries. Despite the relative weakness of the three helices and the fragmented interactions between them, the emergent elements of a Triple Helix regime have been strengthened in recent years through national and European policy measures. Schumpeter’s thesis of creative destruction is thus transmuted into a process of ‘creative reconstruction’ that can generate new organisations and stimulate the development of innovative regions.
